I'm looking to figure out if there is some way to identify an ITRON meter by it's serial number or any other string of numbers aside from the actual model type that is next to TYPE. Ideally I'd like to be able to use either a barcode scanner or some sort of OCR to catalogue a large number of these.

there may be someone on the board that has serial number info. the C1SR is a fairly common flavor of this meter. the default type is C1S and as they add boards or features the designation after C1S will change.
We process probably a couple thousand ITRON meters a week. 60-70% of those are some form of the C series. I didn't realize that they came in versions that had pointers rather than a digital readout. I don't think we've seen any of them before the 2000's.
I've seen some of the C's that start with N, 2, or P. What's that all about?
Also, we see a lot of meters come in and out of our shop. Is there any particular type that you're looking for? I could keep an eye out. There's a good chance they work as well. Before they are shipped here they are installed and working.
